The Woodland Village Chapter 40B affordable housing project has bounced around Hanover for more than two years, but the proposal changed last month from 152 condos to 200 apartments.
If the apartment complex site is approved, about 1,300 cars will add to traffic every weekday, a 35% increase from the applicant’s original request.
The Woodland Village site borders Route 123 and Route 53 in Hanover and one resident spoke at the zoning public hearing Wednesday night about the current traffic congestion at Washington Street intersections, “Right now it’s backed past the Shell station during those peak hours; we live there, we do it. It doesn’t matter what turn you want to make, you just can’t get out. But you’re talking about 10-15 vehicles backed up, that’s unacceptable.”
The Hanover affordable housing applicant noted that road signage surrounding the site will be updated upon approval.
The application has also been resisted by residents in fear of an increased school budget.
But one of the applicant’s consultants eased worries explaining the proposal switch will save about $300,000 in public school costs and tax revenue from the Hanover complex and will financially cover the estimated 43 new students.
“It’ll be positive. In other words it’ll pay its way quite easily and that’s because of the fundamental shift the applicant is offering in the unit mix,” said John Connery from Connery Associates
The original condo proposal had a majority of family-designed 3 bedroom units and anticipated more new students than the current proposal which consists of mostly one-and-two bedroom apartments.
A third public hearing is scheduled for May 15th to wrap up project issues before a vote by the Zoning Board of Appeals.
