The Brockton police have arrested 21 men and women as part of a stepped-up campaign against prostitution. The Enterprise newspaper is reporting that the arrests were part of a balanced enforcement against both prostitutes and their customers. The arrests were made Thursday by male and female undercover detectives posing as customers and prostitutes. Those arrested were charged with one count of sexual conduct for a fee.
