Hingham: Rockland man charged with O-U-I Fourth Offense

A Rockland man who was arrested Monday and charged with drunken driving as a fourth offense, driving with a revoked license for drunken driving and operating to endanger, is due back in court on September 25th. 49 year-old Richard Higgins was arraigned Wednesday in Hingham District Court. Bail was set at $2,500.

Two years ago, Higgins driver’s license was revoked for eight years for prior drunken driving convictions.

Late Monday afternoon, a motorist called Hingham Police to report that a black Chevrolet pickup truck on Otis Street was “all over the road”. Police say the truck pulled into a parking lot on Lincoln Street, that’s Route 3-A. A police officer said he saw Higgins walking outside the truck. He said Higgins smelled strongly of alcohol, but denied that he had been drinking. Higgins also refused to submit to field sobriety tests. Higgins has three prior convictions for operating under the influence, one in Quincy, another in Norwell and another in Rockland.
