Plymouth: New Developments on Town Meeting Articles

In Plymouth—new developments concerning Article 1 — the Promenade article — appeared dead in the water when Selectmen voted no motion – no action this week—surprising, since a re-vote on this article is a major reason the Board called a Special Town Meeting. However, there is a motion by the Advisory and Finance Committee to review it.

Town Moderator Steven Triffletti says FinCom has scheduled a meeting before Town Meeting next week “… and if they do rescind their previous vote, I have also received a motion from a Town Meeting member to move Article 1.”

Triffletti explains that on Wednesday night, Precinct 5 held a caucus and “…Vice Chair Patricia McCarthy has contacted me to advise that if the Advisory and Finance Committee does not move forward with its previous vote, she will make a motion, under Article 1, to move it in order that there will be a presentation from the town.”

This, of course, means Town Meeting will vote on the article.

In another development, Article 3, a petitioned article to change the hours of operation of town hall, will not go forward. Moderator Triffletti reviewed the article in conjunction with a review of the Town Charter “…and I determined that this is outside the scope and authority of Town Meeting, because our Charter is clear when it states that it is the Town Manager who has responsibility over the use of buildings.”

Article 2, concerning Obery Street redevelopment remains on the warrant for Town Meeting which convenes on Wednesday night December 6th at North High School School.
