Michael Hand, is being charged with the 1986 killing of then 15-year-old Tracy Gilpin of Kingston, will be arraigned today (in Brockton District Court due to power issues at the Plymouth District Court).

Hand was arrested at his Troutman, North Carolina, home on Friday in connection with Gilpin’s death.

Gilpin’s body was found in Myles Standish State Forest in October 1986. Her sister, Kerry Gilpin, who was 16 at the time of her death, is the current head of the Massachusetts State Police.

The 61-year-old appeared in court in North Carolina on Monday and waived rendition, according to the Plymouth County District Attorney’s Office.

Authorities were in the process of bringing Hand back to Massachusetts, but that was delayed due to the storm.
