Hull: Confusing Special Town Meeting Monday Night

Hull hosted an emotional and at times confusing special town meeting Monday night, which focused on articles calling for a ban on retail cannabis establishments.

Town meeting voted in favor of 4 articles dealing with the regulation of retail cannabis shops.

They also voted to approve a general by-law article calling for an outright ban on retail pot shops.

However, there was lots of confusion, after Hull Town Moderator Doctor John Silva incorrectly called a zoning article to ban pot shops, a ban on medical marijuana instead and said that the article, which didn’t get the required 2/3rds vote to pass, was approved, even though it wasn’t.

The Board of Selectmen voted unanimously to put both the general and zoning by-law questions banning retail cannabis up for a town ballot election.

Town Counsel Jim Lampke said if the zoning article which was defeated at town meeting gets a yes vote at the election, it’ll have to come back to town meeting for another vote.

“If the general by-law that was passed this evening is ratified and confirmed in the election that should be sufficient. If we get the zoning one passed in the referendum, it would still have to go a town meeting.

Town meeting also approved an article calling for gender neutrality in language used to describe select board members.

The town ballot to decide a ban on retail cannabis is slated for March 26.
