Hanover: Town Awarded $100,000 CARES Act Check

In Hanover, the Plymouth County Commissioners presented the town with a $105,000 reimbursement check as part of the federal CARES Act.

The Commissioners are in charge of a $90 million dollar fund to reimburse towns with unexpected expenses due to the COVID-19 pandemic.

“Hanover has done an excellent job, they really have taken the lead in this,” said Commissioner Sandra Wright. “They know exactly what the community needs and they’ve been equipped to be able to do it. Certainly we’re happy to help them in any way that we can.”

As part of the pandemic response in Hanover, the Fire Department has established a Mobile Integrated Health System. Visits and follow-up care are provided to residents who are experiencing symptoms.

“The situation is a tough one obviously, but we have great department heads and a great team in place in Hanover,” said Selectmen Chair Dave Delaney. “We’re very fortunate to have a lot of good employees and a lot of forward-thinking department heads and deputy chiefs that are on the lookout for times like this when we’re in need. They really step forward and do a great job.”

The Commissioners met with town and state officials for a presentation at the Curtis Free Library.

“The town government along with the team at the Hanover Fire Department has been able to get out and in front of the curve,” said State Representative Dave DeCoste. “It really reflects in terms of testing rates and infection rates. They have no doubt, made the population within the town live in a much more safe environment.”

Town Finance Director Lincoln Heineman says the Emergency Management Team has been meeting every morning to address issues.  

A strong relationship with the Commissioners have helped navigate the financial impacts of an ever-changing pandemic.

“We’ve been speaking proactively about the kinds of needs that we’re seeing. Working together through the application process,” said Heineman. “I’d be remiss in not mentioning our Town Accountant Chelsea Stevens. She has been a key part of putting the applications together and doing the legwork in getting them done. It’s always the team that’s getting the work done.”

The County Commissioners initially received criticism for not returning the funds to the state.

Commissioner Wright says they know each of the 27 towns in Plymouth County, and know that each town has different needs.

“We’re in the communities all the time visiting them and asking what can we do for them,” said Wright. “It really made sense that we were able to distribute the checks to the communities.”
