A Hanover man is facing charges in connection with alleged fraud at the Boston Police Department.
The U.S. Attorney’s Office says 62-year-old Richard Evans, a retired Captain who oversaw the Evidence Control Unit, allegedly left overtime shifts two or more hours early, but submitted false and fraudulent overtime slips which claimed to have worked the entirety of each shift.
The indictment claims that these abuses took place during one overtime shift, called “purge” overtime, which focused on reducing the inventory of the evidence warehouse.
Evans claimed to work until 8 p.m. even though the warehouse was closed, locked and alarmed well before then and often by 6:00 p.m. or earlier.
It is also alleged that Evans endorsed the fraudulent overtime slips of his subordinates.
The U.S. Attorney’s Office says the fraud took place between March 2015 to February 2019 when Evans and his subordinates allegedly collected tens of thousands of dollars in fraudulent overtime.
This also came at a time when the department had received “numerous federal grants.“
Evans was scheduled to make an initial appearance via video conference in federal court in Boston Tuesday.
