In Plymouth, Article 1, the main reason a Special Town Meeting has been called on June 21st, would allow the town to purchase almost 25 acres of land at 46 Sandwich Road in Chiltonville—the site of a training center used by Entergy and now owned by Holtec.
Developer Rick Vayo recently agreed to buy the parcel for $2.3 million dollars from them, he wants to build over 60 units of housing on the site. But the town wants the property and possible uses include a combined fire and police station or perhaps a cemetery.

The town negotiated a price of $3.75 million to purchase the property from Vayo –and that’s what Town Meeting is scheduled to deliberate —but the Advisory and Finance Committee in a 6 to 5 vote at their meeting on May 25th declined to recommend Article 1:

The Advisory and Finance Committee hears every article that comes before Town Meeting and the Advisory and Finance Committee determines whether or not it will make the main motion. In this particular case, the Advisory and Finance Committee has declined to move the Article, however, the Select Board, or any other Board or Committee, or an individual Town Meeting member, may move the Article.”
But, Triffletti says, once the main motion has been presented it can be amended by a Town Meeting member:
“I expect to have a motion to amend from at least one Town Meeting Member with respect to the funding source. This Wednesday, there will be a virtual motions meeting, hosted by me and present at the motions meeting includes Town Counsel, who advises the town relative to the procedures of Town Meeting.”
Funding for 46 Sandwich Road will be discussed at the Select Board meeting tonight—it begins at 6 p.m. The virtual motions meeting takes place Wednesday morning at 8 a.m.
