Plymouth Town Meeting completed the majority of the warrant, approving $13 million in capital projects, $9 million for pipe upgrades in Manomet, and $1.6 million for restoration of the town boat ramp.
An article for $3.6 million to repair the 1884 Spire Center was approved.
There was some discussion on a CPC article for restoration and repair of the Foundry/Marina Building.
Voters approved spending $700,000 to repair the building, although Safe Harbor Marinas owns the structure, and had plans to demolish it.
The town is hoping the grant will preserve the historic building, which was built in 1897.
But eight hours into the meeting, it went off the rails, when a question of quorum was raised.

At the time, two articles remained on the warrant. After multiple recesses, electronic votes found 104 and 105 members were present – which was short of the 108 needed.
Town Moderator Steven Triffletti moved to adjourn the meeting to a later date, saying he was aware of members who would have participated over a remote format.
After discussion, the meeting entered a half-hour recess.
When the meeting returned, an electronic vote found 106 people were present, but that was corrected to 108, after members raised points of order.
With a quorum, voters approved restricting horse racing in town, and increasing parking fines by a 56-52 vote.
