In Plymouth, right now, if a person wanted to carry a gun, loaded or unloaded into a municipal building such as Town Hall, according to state law, passed last year, it could not legally be done. The legislative ruling expanded prohibited areas to carry firearms to include municipal buildings. But Police Chief Dana Flynn wants to allow an exception to that ruling so he is sponsoring an article for Spring Town Meeting for that purpose. But Article 12 on the Special Town Meeting warrant has run into some opposition.

Town Moderator Steven Triffletti explains:
“Article 12 on the Special Town Meeting does propose that Plymouth create an exception to the state law that allows the people who possess a firearm to bring it into existing buildings whether it’s loaded or unloaded.”
Triffletti says Article 12 has received a mixed reception:
“This article was not approved by the Advisory and Finance Committee—in a close vote. It was approved by the Select Board however, the Select Board has indicated that it will be meeting prior to Town Meeting and it’s expected the Select Board will be changing its prior vote.”
So, the Town Moderator says, even though we don’t have a motion…
“…from the Advisory and Finance Committee or the Select Board, it is possible for anyone of the elected 162 Town Meeting members to present the motion on the article that’s on the warrant. And Betty Cavacco had come forward from Precinct 6, and she will be moving Article 12.”
Police Chief Dana Flynn:
“What the article does is to allow people to do what they were doing prior to October of 2024 when the legislature changed the rules. For probably hundreds of years our residents have lawfully carried their firearms about town without issue. It didn’t become an issue until the legislature made it an issue. I felt it was my duty, as the Police Chief to make known the change”
Town Meeting convenes at North High School on Saturday, April 5th at 8 a.m.
