In Plymouth, the sponsors of a citizens’ petitioned article to place an almost year-long moratorium on all earth removal other than that which is allowed as a matter of right—have asked that the article not go forward, according to Planning Board Chairman Steven Bolotin, So Town Meeting will not be considering Article 25, proposed by the Plymouth Stewardship Alliance.

The decision to ask Town Meeting not to take action on Article 25 came about, according to Planning Board Chair Steven Bolotin, after the proponents of the article, the Plymouth Stewardship Alliance, met with the Planning Department and Planning Board:
“We came to an agreement that they would ask for no motion-no action-meaning that they’re requesting that Town Meeting do not consider their article. And instead, we are working jointly to create a new sand and gravel earth removal committee, which is being formed through the Planning Board, Select Board and the COPC as Town Meeting’s representatives.”
So what happens now?
“What we’re looking to do is to create a committee which involves people that have some specialty knowledge in this area—residents who have specialty knowledge. In addition, we’re looking to get funding in order to hire a consultant to help guide this process so that we have both scientific, legal and legislative data behind us in order to get the best bylaw possible.”
In an email response for a comment on the matter, Love Albrecht Howard of the Plymouth Stewardship Alliance, had this to say:
“We feel that this is a win both for the town and for the Plymouth Stewardship Alliance as we now have a positive, collaborative path to move forward.”
Town Meeting is Saturday, October 18th.
