In Plymouth, Selectman Betty Cavacco responds to Town Manager Melissa Arrighi’s justification for secretly monitoring her emails. This undercover observation was put in place last summer by the Town Manager because she was concerned that the selectman was interfering with employees work tasks or work place.

Selectman Cavacco says employees did contact her…
“… but not regarding work, not regarding the physical work. The employees have come to me about certain complaints. They felt unjustified retaliation, never about me directing anyone to do any work.”
Cavacco says residents also reach out to her:
“When they come to me they’re frustrated, so I would pass it along—and I have every single email, so I do not believe the comments that she’s making are correct or factual.”
And the Town Manager’s undercover surveillance of her emails is legally questionable, the Selectman says:
“ I don’t necessarily agree that it was legal. And it takes me to the question as why did she not go to town counsel about it; she went to her own private attorney. And we need to dive down into exactly why she did it. Has she done it before? Is she still doing it? It’s really not about me and her. It’s about what she’s done to this town. People do reach out to me. Employees do reach out to me. I’m not going to turn away anybody that reaches out to me.”
