In Plymouth, the story begins last month with a complaint against an employee—the complaint was scheduled to be discussed in a series of executive session meetings called by the Select Board.
And that employee is Town Manager Melissa Arrighi.

So what about the complaint? What was it? Who made it? Town Manager Melissa Arrighi:
“I can only tell you that there ended up being no discussion about a complaint against me, but there was an agenda item added just to talk about contract negotiations with me.”
In the end, was the Select Board unable to produce an actual complainant?
In even more executive sessions negotiations resumed on a contract agreed upon by all parties just last summer. And, another executive session is set for 5PM at the Select Board meeting on Tuesday.
To deal with these executive meetings, sources say that a new labor attorney has been engaged at considerable cost to taxpayers, despite the availability of long standing town counsel.
Another item on Tuesday’s agenda is to vote to appoint the current Director of Planning, Lee Hartmann as Acting Town Manager.
The Chair of the Select Board, Dick Quintal, has not responded to to a request for comment on these matters.
