Carver completed its second and final session of town meeting last night. The meeting focused on solar energy storage, sand removal, and access to government. A citizens petitioned article
that would require a time for citizen participation in all public hearings and require cable access to record all meetings failed on the grounds that the legislature, town meeting, cannot tell the
executive branch how to conduct its business. Other petitioned articles restricting sand mining and the size of a proposed solar battery also failed. The meeting did approve extensive bylaw
changes to regulate the battery. The large array of lithium-ion batteries would be installed next to one of the state’s largest electric substations located in Carver.
